Kumagai became attracted to the prospects of working on the game having been captivated by the original Persona 3's art design, and its notion that a user interface could have powerful synergy with the game's themes. He explained that Reload's menu interface drawing on the imagery of being submerged in water, was developed from his initial perception of the original game's heavy usage of blue in the menus, which was further iterated on by the UI design team.

I was so glad the Fatigue system had been removed for Persona 3 Reload. This meant that as long as I had enough healing supplies to keep my characters’ health and Spirit Points full, I could spend as much time as I wanted in Tartarus without worrying about arbitrary persona 3 reload gameplay systems forcing me to leave.
As you explore Tartarus, you occasionally encounter roadblocks that impede your progress. These roadblocks can only be removed by defeating special boss Shadows, appearing only when the moon is full.
